Mosaic Foundation is the heart behind Mosaic Quarter, the piece that makes sure this destination gives back as much as it brings people together. Inside our venues, the Foundation opens the door for families who might not otherwise walk through it. That means scholarships covering the real cost of participation, including ice time, field space, equipment, and program fees, so a child’s ability to play never comes down to what their family can afford. It’s access built into the fabric of MQ Iceplex, MQ Field House, and MQ Crossing.
Beyond our walls, the Foundation extends that same spirit outward. Through grantmaking, it supports organizations and people across Tucson doing meaningful work, even when that work has nothing to do with our venues directly. It’s how Mosaic Quarter’s impact reaches neighborhoods, schools, and causes far beyond our footprint. Between access at home and grants that reach outward, Mosaic Foundation invests in the people who make Tucson home, wherever they are.
MQ360 is the experience behind Mosaic Quarter, the team turning three venues into moments people remember. Led by Executive Director Blake Eager, MQ360 is responsible for the large scale events and activations that bring Mosaic Quarter to life, tournaments, showcases, live entertainment, and the kind of on site experiences that draw a crowd across MQ Iceplex, MQ Field House, and MQ Crossing.
That means building out marquee weekends and signature events that turn Mosaic Quarter into a destination in its own right, working alongside event partners, performers, and production teams to make sure every activation runs the way it should. Whether it’s a regional tournament, a live entertainment booking, or a one of a kind community event, MQ360 is what fills our venues with energy and gives visitors a reason to show up and a reason to come back. From the opening whistle to the final encore, MQ360 is what makes Mosaic Quarter feel alive.

When Frank Knott first arrived in Tucson, he recognized something missing—a place where the diverse people of Southern Arizona could gather, connect, and celebrate. Not just a facility, but a destination. A vibrant hub that honored the cultural richness of the region and created space for shared experiences rooted in joy, movement, and community.
His vision was deeply personal. Inspired by childhood memories of the Baltimore City Fair, a beloved gathering that welcomed all walks of life, Frank imagined what it might look like to create a modern day version of that inclusive spirit right here in Pima County. But instead of proposing solutions outright, he listened first.
For two years, Frank met quietly with neighborhood leaders, nonprofit founders, local business owners, and families across Tucson. He asked questions. He took notes. He sought to understand what was needed, what was missing, and what could be possible. Out of those conversations, a bold idea took shape and the core principles of Mosaic Quarter were born: Community. Accessibility. Collaboration.
Frank heard the frustrations of families who felt left behind by the growth of other cities. He saw the limitations placed on local sports, recreation, and entertainment due to aging infrastructure and lack of access. But more importantly, he believed in Tucson’s potential and in the power of private investment to spark public impact.
Mosaic Quarter began as a response to that belief: a $1.1 billion privately funded destination designed to meet the moment and reimagine what is possible for the region. From its earliest stages, MQ wasn’t just about bricks and steel—it was about belonging. A place where the barriers that once separated people could instead become the foundation for bringing them together.
Without relying on tax dollars or public bond measures, Mosaic Quarter is being built entirely through private capital. That approach allows for innovation, efficiency, and flexibility while also ensuring that local needs stay at the center. The facilities are designed to generate long term economic ripple effects: bringing tournaments and tourism to the region, supporting small businesses, and making Southern Arizona a true host destination instead of always being the one to travel.

Lindsay Knott is the President of Mosaic Quarter, where she leads business development, marketing, strategic partnerships, and the people and culture that will define this organization for generations. Lindsay believes Mosaic Quarter has the potential to become the heartbeat of Tucson, a place where children discover their sport, champions are identified, families gather, artists perform, and the city itself grows stronger. She is building the relationships, the revenue, and the community trust that will make that vision real, and she considers it the privilege of her career to do so.
Narvel Weese brings to Mosaic Quarter decades of experience leading financial and administrative operations at the enterprise level. His background working with major institutions has given him a deep understanding of the systems and discipline that growing organizations need to scale responsibly. Narvel’s loyalty to the Mosaic Quarter team and his genuine enthusiasm for what this development means for Southern Arizona make him a steady and committed presence as MQ moves toward its 2027 opening.
Sam Sigal is the kind of operations leader who has seen what it takes to run a complex, multi-discipline sports and entertainment enterprise from the inside out. His background managing athletic facilities and leading the operational coordination of teams, partners, and programming across an entire site gives him a depth of experience that translates directly to what Mosaic Quarter is building. Sam has been connected to Tucson and Pima County for years and is now making this city his permanent home. His ability to bring structure, coordination, and seamless execution across every layer of MQ’s site operations makes him exactly the right person to lead this function as we move toward opening.
Rodney Link is the kind of construction leader who is just as likely to solve a problem by listening as by drawing from his deep well of industry experience. His ability to connect with people, contractors, crews, partners, and colleagues alike, is what sets him apart. Rodney approaches every challenge with a servant’s heart and a creativity that turns obstacles into solutions, and he has an extraordinary gift for rallying teams around a shared goal. At Mosaic Quarter, he is not just managing a build. He is helping bring a community landmark to life.
Addison Hurst brings to Mosaic Quarter something rare in a technology leader: the perspective of a passionate athlete who understands deeply what sport means to people. That lived experience, combined with his creative thinking and technical expertise, made him a natural fit for a development built around community and competition. Addison is not just building MQ’s data and technology infrastructure, he is building it with a genuine understanding of the people it will serve.
Frank Morris is a veteran, a hockey official, and a retail leader who has spent his career doing something most people have not bothered to do: take hockey retail seriously in a market that has been waiting for someone to get it right. His proven track record in hockey retail, combined with his deep passion for skating and his strategic instincts, makes him far more than a store manager. Frank oversees MQ Barn Team Store and Pro Shop and the MQ Field House Team Store, leading the supply chain, inventory, staff training, and merchandising strategy that will set a new standard for what sports retail looks like in Southern Arizona. When our guests walk through those doors, they will feel the difference immediately.
Abi Robles is a people person in the truest sense. Her career in people development and her background in commercial real estate have given her a rare gift: the ability to walk into any environment and make every person in it feel like they belong. At Mosaic Quarter, that gift becomes a mission. From the maintenance crew to the skate staff to the team members greeting guests at the door, Abi shapes what the MQ experience feels like for every single visitor. She brings her whole heart to this work, grounded in her deeply rooted Latina pride and her belief that Mosaic Quarter is a home for everyone. And it starts the moment you step foot on this campus.
Selina Encinas is a Tucson original, deeply rooted in this community and fully invested in its future. Her passion for sports, her heart for what Mosaic Quarter is building, and her belief that commerce and culture can lift a community together make her a natural fit for this role. Selina sees MQ as a place where small businesses gain visibility, where culture is showcased, where sports grow and entertainment thrives. She is not just joining a team. She is becoming part of a legacy she helped shape right in her own backyard.
Rebekah Welch leads the Mosaic Foundation Inc with a conviction rooted in lived experience, that every child deserves the opportunity to play, to belong, and to grow, regardless of what their family can afford. Raised by a young single mother and shaped by a life of service to others, Rebekah brings to this role not just professional expertise but genuine personal purpose. She is building the Foundation from the ground up to ensure that Mosaic Quarter’s promise to Pima County’s children is more than a commitment on paper.
Blake Eager leads MQ360, Mosaic Quarter’s sports and entertainment events division, bringing to the role a rare combination of innovation, community instinct, and deep Tucson roots. Blake understands that when people gather around sport and shared experience, something changes, in the individuals, in the relationships, and in the city itself. He is building MQ360 to be an economic driver and a community builder at the same time, because in his view those two things have never needed to be separate.
