The Story Behind Mosaic Quarter

The Beginning of a Vision

When Frank Knott first arrived in Tucson, he recognized something missing—a place where the diverse people of Southern Arizona could gather, connect, and celebrate. Not just a facility, but a destination. A vibrant hub that honored the cultural richness of the region and created space for shared experiences rooted in joy, movement, and community.

His vision was deeply personal. Inspired by childhood memories of the Baltimore City Fair, a beloved gathering that welcomed all walks of life, Frank imagined what it might look like to create a modern day version of that inclusive spirit right here in Pima County. But instead of proposing solutions outright, he listened first.

For two years, Frank met quietly with neighborhood leaders, nonprofit founders, local business owners, and families across Tucson. He asked questions. He took notes. He sought to understand what was needed, what was missing, and what could be possible. Out of those conversations, a bold idea took shape and the core principles of Mosaic Quarter were born: Community. Accessibility. Collaboration.

Frank heard the frustrations of families who felt left behind by the growth of other cities. He saw the limitations placed on local sports, recreation, and entertainment due to aging infrastructure and lack of access. But more importantly, he believed in Tucson’s potential and in the power of private investment to spark public impact.

Mosaic Quarter began as a response to that belief: a $425 million privately funded destination designed to meet the moment and reimagine what is possible for the region. From its earliest stages, MQ wasn’t just about bricks and steel—it was about belonging. A place where the barriers that once separated people could instead become the foundation for bringing them together.

Without relying on tax dollars or public bond measures, Mosaic Quarter is being built entirely through private capital. That approach allows for innovation, efficiency, and flexibility while also ensuring that local needs stay at the center. The facilities are designed to generate long term economic ripple effects: bringing tournaments and tourism to the region, supporting small businesses, and making Southern Arizona a true host destination instead of always being the one to travel.

But the story goes deeper than economics. At its heart, Mosaic Quarter is a love letter to community. It is about reclaiming pride in where we live. It is about honoring culture and championing wellness. And it is about designing spaces where everyone, regardless of age, background, or ability, can find something that feels like it was made for them.

The first phase of MQ includes world class facilities like the Iceplex and Field House, with spaces for ice sports, basketball, volleyball, soccer, pickleball, lacrosse, archery, and more.Future phases will expand into even more dynamic offerings, but the mission remains the same: to create a home for connection.

Francis J. Knott Jr.

Chief Executive Officer, Mosaic Quarter Development

Frank Knott serves as Chief Executive Officer of Mosaic Quarter Development, where he leverages his expertise and vision to elevate the sporting and entertainment experience for people of all ages across Pima County. He provides leadership and oversight for every facet of Mosaic Quarter, from strategic direction to execution.

Raised in a family-owned construction and development business and later practicing as a corporate finance lawyer for over a decade, Frank offers a distinctive blend of legal, financial, and operational insight that informs Mosaic Quarter’s ambitious development strategy.

His long-standing commitment to working with Pima County has materialized in an extraordinary plan to create a premier sports and entertainment complex—one designed to foster inclusivity, strengthen community, and provide lasting value for the entire region.

Lindsay Knott

Executive Vice President, Business Development & Marketing

Lindsay Knott is the founder and former CEO of Autus Strategies, a business development consulting firm known for its independent, growth-focused approach. Over the course of her career, she has held key executive leadership positions at Tech Parks Arizona, Crest Insurance, Tucson Tamale Company, the American Heart and Stroke Association of Southern Arizona, and Junior Achievement of Southern Arizona.

At Mosaic Quarter, Lindsay oversees business development, strategic partnerships, marketing, and social media initiatives. She plays a pivotal role in cultivating and managing relationships with municipal governments, Native American tribes, public school districts, higher education institutions, regional chambers of commerce, professional associations, businesses, and nonprofit and philanthropic organizations. With her extensive background and deep regional expertise, Lindsay is instrumental in driving Mosaic Quarter’s mission of fostering inclusive growth and community impact.

Narvel Weese

Executive Vice President, Chief Financial Officer

Narvel Weese serves as Mosaic Quarter Development’s Chief Financial Officer and coordinates with Mr. Knott on all aspects of facility development, construction and operations. Mr. Weese was most recently the Vice President of Administration and Finance at West Virginia University where he served in that capacity for 12 years.

Prior to becoming Vice President of Administration and Finance, Narvel spent an additional 25 years at WVU in various facilities management, financial and development-related functions. While Vice President of Administration and Finance, Mr. Weese was responsible for the University’s $270M of public private partnerships, $290M redevelopment of its Evansdale Campus and over $1B in facility development and capital projects across all of the University’s campuses.

Rodney Link

Director of Construction Management

As Director of Construction Management, Rodney Link will play a pivotal role in overseeing the construction of the Mosaic Quarter Development. With over 36 years of experience in the construction industry, Rodney brings a wealth of knowledge and expertise to the project. His deep understanding of construction processes, coupled with extensive relationships in the Tucson area, enables him to navigate challenges efficiently and ensure every aspect of the development meets the highest standards. Rodney’s strategic approach and hands-on leadership make him an invaluable asset to the team.

Rodney’s passion for construction drives him to see projects through from conception to completion, ensuring they are delivered on time and within budget. He is committed to maintaining quality, safety, and efficiency at every stage, while fostering strong collaboration among contractors, stakeholders, and the community. His dedication to excellence and proven track record of successful project delivery exemplify the standards Mosaic Quarter Development aims to uphold, making him a cornerstone in bringing the vision of this project to life.

Rebekah Welch

Director of Community Programming, Mosaic Quarter Development

A longtime Southern Arizona resident and seasoned nonprofit professional, Rebekah Welch brings extensive experience in program development and community empowerment to Mosaic Quarter. Her deep roots in the region, combined with a strong background in creating impactful initiatives, allow her to understand the unique challenges and opportunities within local communities. Rebekah’s expertise ensures that the programs at Mosaic Quarter are thoughtfully designed, culturally relevant, and aligned with the needs of the people they serve.

As Director of Community Programming, Rebekah will lead the creation and execution of programs aimed at uplifting underserved youth across Southern Arizona. She is committed to developing sustainable initiatives that go beyond addressing immediate needs, fostering long-term growth, opportunity, and resilience within the communities Mosaic Quarter serves. Through her leadership, the organization aims to create meaningful, lasting impact and empower the next generation to thrive.

Addison Hurst

Director of CRM and Marketing Operations
